  3.     An estimated 98% of the materials used by the growing
  4. plastics-recycling industry (BUSINESS, May 22) come from
  5. plastic bottles provided by the few states that have mandatory
  6. beverage-container deposit laws. Where there are deposit laws
  7. in place, 70% to 95% of containers are returned. However, the
  8. majority of states continue to lack an effective and efficient
  9. collection system.  Until the U.S. has a national law, the
  10. growth in the plastics-, aluminum- and glass-recycling
  11. industries will be severely limited. We are sponsoring a
  12. national beverage-container deposit law.  This legislation would
  13. boost recycling, reduce litter, create some 100,000 new jobs,
  14. ease burdens on landfills, decrease pollution, save energy and
  15. conserve natural resources.
